(1) Exemption of terminal treatment facilities. In the same production line, all VOCs related raw and auxiliary materials such as paint, ink, cleaning agent, adhesive, etc. have been replaced. The VOCs content meets the relevant requirements of low volatility. The VOCs emission concentration and rate are stable and up to standard. If the site management is standardized, the corresponding production process may not require the construction of terminal treatment facilities. Enterprises that meet relevant requirements, such as those that have built terminal treatment facilities, can stop operation; New enterprises can no longer require the construction of terminal treatment facilities.
1. Complete the substitution of low volatile raw and auxiliary materials. The VOCs content of the coating shall comply with the relevant limit requirements in Table 1, Table 3 and Table 4 of the Technical Requirements for Low Volatile Organic Compound Content Coating Products (GB/T 38597). The VOCs content of ink shall comply with the relevant limit requirements in Table 1 of the Emission Standard for Volatile Organic Compounds - Part 4: Printing Industry (DB 37/2801.4) and Table 1 of the Limits of Volatile Organic Compounds (VOCs) Content in Ink (GB/T 38507). The VOCs content of cleaning agent shall comply with the requirements of water-based cleaning agent in Table 1 and relevant limit values in Table 2 of the Content Limits of Volatile Organic Compounds in Cleaning Agents (GB/T 38508). The VOCs content of adhesives shall comply with the relevant limit requirements in Table 2 and Table 3 of the Limits of Volatile Organic Compounds in Adhesives (GB/T 33372).
2. The pollutants are discharged stably and up to standard. The exhaust funnel shall be equipped with monitoring holes, monitoring ladders and monitoring platforms that meet the requirements of monitoring specifications. The VOCs emission concentration and emission rate of the exhaust funnel shall stably meet the limit requirements of relevant national and provincial emission standards. The concentration of VOCs unorganized emission in the plant shall stably meet the relevant limit requirements in Appendix A of the Standard for the Control of Volatile Organic Pollutants (GB 37822), and the concentration of VOCs unorganized emission at the plant boundary of enterprises shall stably meet the relevant national and provincial emission standard limit requirements. The monitoring process shall comprehensively consider the production process, operating conditions, use of raw and auxiliary materials containing VOCs and waste gas collection rate, and other factors, and monitor the emission concentration and emission rate under the most unfavorable production conditions according to relevant monitoring technical specifications.
3. The site management meets the requirements of environmental protection specifications. The waste gas collection system shall comply with the requirements of the Standard for the Control of fugitive emission of volatile organic compounds (GB 37822) and the relevant emission standards of our province. The site management is standardized, and the storage, transfer, transportation, distribution, spraying, leveling, drying, cleaning, recycling and other processes of VOCs materials shall strictly implement the requirements of unorganized emission control.
(2) Exemption from VOCs unorganized emission collection and treatment measures. In the same production line, the VOCs content (mass ratio) of raw and auxiliary materials is lower than 10%, and the concentration of VOCs in the plant and at the plant boundary steadily reaches the requirements of the relevant standard limits. If the site management is standardized, the corresponding production process may not require the adoption of unorganized emission collection and treatment measures. Enterprises that meet the relevant requirements can stop operation if they have built unorganized emission collection and treatment facilities; Newly built enterprises can no longer build supporting collection and treatment facilities.
